The visit coincided with a Senate procedural vote on a bill, championed by the late Senator Lindsey Graham, that would put tariffs on the largest buyers of Russian oil and gas, including China and India, and sanction Vladimir Putin, Russian banks and major energy projects. The backdrop is that the two wars are starting to overlap: Ukraine struck an Iranian commercial vessel in the Caspian Sea on Saturday, and Tehran has promised a response.

The Commission's civil protection and humanitarian aid department says the fires have forced more than 300,000 people from their homes in France and Spain. Under the EU civil protection mechanism, seven planes and four helicopters from Czechia, Croatia, Germany, Portugal, Slovakia, Sweden and Türkiye have been deployed to France, and six planes from Greece, Italy and Türkiye plus 134 personnel and 41 vehicles from Portugal to Spain. Preparedness and crisis management commissioner Hadja Lahbib said no country should have to face a disaster of that scale alone; where national offers fall short, the EU can draw on its rescEU reserve of 22 planes and 5 helicopters.
UN Secretary-General António Guterres met the Republic's president Nikos Christodoulides and Turkish Cypriot leader Tufan Erhürman separately on Tuesday, crossing the UN buffer zone in Nicosia between the two meetings. It is the first visit by a UN chief to the island since Ban Ki-moon in 2010, and it follows the collapse of the last negotiating round at Crans-Montana in July 2017. Christodoulides wants talks to resume where they stopped, within the bizonal, bicommunal federation model, while Erhürman insists on agreement in advance about Turkish Cypriot political equality and about the rules of the process.
