
The ministry for ecological transition said on Monday that restrictions now cover almost 70 percent of French territory, with 67 of the 101 departments at the highest crisis level, where water is reserved for drinking, healthcare, civil protection and sanitation. The geological survey BRGM said two thirds of the aquifers that supply most of France's drinking water have dropped below normal levels. July was the hottest month ever recorded in France, with a nationwide rainfall deficit of nearly 70 percent.

In his nightly address on Monday the Ukrainian president said Russia was preparing to deploy an additional North Korean contingent on its own territory and had received more ballistic missiles from Pyongyang. At the weekend he said a decision had been taken for 30,000 to 50,000 North Koreans to be deployed. He presented no evidence or timeframe for either claim.
