IAEA board refers Iran to UN Security Council for first time in 20 years

The International Atomic Energy Agency's board voted 23 to 3, with 8 abstentions, on 9 September to report Iran to the UN Security Council over its nuclear program, the first such referral since 2006. The US, UK, France and Germany proposed the resolution; Russia, China and Niger opposed it. IAEA chief Rafael Grossi says the agency has had no access to Iran's nuclear sites since the June 2025 Israeli and US strikes and calls the lack of information “a matter of serious proliferation concern,” though Security Council action is unlikely given Russia and China's veto power.
